It is my opinion that a security camera is not recording because the camera is recording without asking you. If you are unsure, you should ask the person who is watching the camera if they are recording.
Again, I’ve seen security cameras that record video without asking, so I’m not sure that’s any different. What I do know is that most security cameras don’t ask for consent, or at least I’ve never seen one do so.

The only time I’d ever be worried about this is if I had reason to suspect that someone is recording me – and even then I’d probably have it covered. You will probably want to do this as soon as you get home, but you should always ask if they are recording.
The whole purpose of a security camera is to record, and the more often someone is recording, the more likely they are to be doing it for real. If you are recording while walking past someone, then you probably want to try to get their attention. If you are recording while they are in the middle of doing something, then you might want to just get out of their way.
The best way to tell if someone is recording is to look at their screen. If they are recording, it should be obvious that they are doing it. If they are not filming, then it is possible they are not even watching you.
